ICGLR Regional Women's Forum on the implementation of the Framework Agreement on Peace, Security and Cooperation for the DRC and the Great Lakes Region kicked off in Bujumbura
Bujumbura, 22 August 2024 – In the Great Lakes Region increasingly defined by prolonged conflict and insecurity, the inaugural Regional Forum on Women, Peace and Security kicked off in the Burundian capital city, Bujumbura, in the presence of H.E. Evariste Ndayishimiye, President of the Republic of Burundi, Ms. Fatou Dieng Thiam, Representative of the Special Envoy of the United Nations Secretary General, Amb. João Samuel Caholo, Executive Secretary of the International Conference on the Great Lakes Region (ICGLR), Ms. Liberata Mulamula, a Tanzanian diplomat presently serving as Permanent Secretary at the Ministry of Foreign Affairs and International Co-operation and ex-First Executive Secretary of the ICGLR, among others. Ms. Bineta Diop, Special Envoy to the Chairperson of the African Union Commission, attended and addressed participants virtually.
Organized under the theme: under the theme; “Promoting the regional agenda for Peace, Security and Economic Cooperation through prevention, protection, and recovery,” the two-day regional forum has brought together representatives and gender focal points from ICGLR Member States in the region, the Steering Committee of the Regional Women's Forum, representatives of the Advisory Board for Women, Peace and Security in the Great Lakes, representatives of the Regional Women's Platform, regional and national civil society organizations (CSOs), experts, regional and international partners, including Guarantor Institutions (UN, AU, ICGLR, SADC), GIZ and other development partners.
The objective of the Forum was to identify gendered impact of the ongoing conflict, exchange ideas and good practices for promoting the Women, Peace and Security agenda and to amplify and unify the voices of women in line with the recommendations of the 11th Summit of the Regional Oversight Mechanism of the Peace, Security and Cooperation Framework for the DR Congo and the region.
H.E. Evariste Ndayishimiye, Ms. Fatou Dieng Thiam, and Ms. Bineta Diop gave opening addresses emphasizing the paramount need for effective implementation of the Framework Agreement on Peace, Security and Cooperation for the DRC and the Great Lakes Region. In his capacity as the Chairperson of the Peace, Security and Cooperation Framework for the Democratic Republic of the Congo (DRC) and the Region (PSC Framework), the Burundian President encouraged participants “to work diligently to identify the best strategies, a roadmap to be adopted with a view to establishing lasting peace in all the countries of the Great Lakes region.”
“Civil society organizations must be involved in the political and peace consolidation processes in the Great Lakes Region,” the Representative of the Special Envoy of the UN Secretary General told participants. She also revealed that the UN is working in partnership with ICGLR Member States, UNFPA, UN Women and COCAFEM to produce the ICGLR’s Gender Barometer.
The President of the Republic of Burundi, H.E. Evariste Ndayishimiye, urged participants to engage in a gender-sensitive analysis of the data regarding the prolong conflict in the eastern part of the DRC as its consequences are impacting considerably on trade in the whole Great Lakes Region; an income family-generating activity carried mainly out by women.
The forum was organized in partnership with the African Union, GIZ, ICGLR and UN and was held in accordance with the decision of the 11th Regional Oversight Mechanism (ROM) Summit of Heads of States of the signatory countries of the Peace, Security and Cooperation Framework held in May 2023, in Bujumbura, Burundi.
